webinar Aiccre 3 giugno, Palozzo: lavorare per comunità sostenibili
In questo periodo di pandemia credo che la cosa più importante sia stata quella di mantenere il più possibile la massima trasparenza e un rapporto con tutti i cittadini cercando di raggiungere tutti i nostri cittadini – sia i giovani che i meno giovani – in un quadro di canali diretti. Questo è stato possibile farlo grazie all’utilizzo delle tecnologie, del digitale all’utilizzo dei canali social che sono stati attivati anche per quanto riguarda i profili istituzionali (quindi Facebook, Instagram, canali youtube), ma cercando di non lasciare nessuno indietro. Abbiamo utilizzato annunci con altoparlanti per tutte le vie del Comune affinché fossimo certi che tutti potessero ascoltare messaggi di solidarietà dati alla cittadinanza, ma anche messaggi e avvisi di rimanere a casa, oppure la possibilità di ricevere farmaci e distribuzione di generi alimentari per chi non potesse fare la spesa oppure andarli a prendere di persona per chi non avesse un sostegno da un punto di vista familiare. Quindi credo che la cosa più importante per gli amministratori locali sia stata la trasparenza e il contatto con la cittadinanza.
E’ stata fondamentale la collaborazione con le realtà di volontariato locale. In questa realtà fortunatamente ci sono tantissimi giovani che hanno sentito il bisogno e la spinta di collaborare per i propri territori, quindi parlo di Croce Rossa, Protezione civile, associazioni di volontariato che si sono poi costituite nelle varie comunità: moltissimi giovani a servizio di chi aveva bisogno.
Anche attraverso di loro, il Comune è riuscito a distribuire circa 70.000 euro in buoni pasto per oltre 300 famiglie che hanno fatto domanda ed hanno risposto ai nostri avvisi pubblici di sostegno. Questa distribuzione è avvenuta nel minor tempo possibile vista l’emergenza; nella prima fase abbiamo cercato di raggiungere tutti, anche attraverso l’aiuto fisico di questi volontari consegnando buoni pasto e pacchi di solidarietà che stiamo tutt’ora continuando a consegnare ai nostri cittadini. E’ stato anche donare una mascherina ai cittadini, lasciandola nella cassetta postale di tutti i cittadini.
Attualmente io sono anche delegata agli eventi, abbiamo deciso di non svolgere eventi neanche in forma ristretta, ma di puntare a segnali soprattutto per i bambini e i ragazzi più giovani. Abbiamo redatto un libro che parla del nostro territorio che illustra, anche con fotografie da colorare per i bambini, i punti salienti della vita quotidiana del bambino raccontando la loro giornata a scuola oppure facendo svolgere i cruciverba sempre incentrati su tradizioni locali e su elementi e foto di Cepagatti e del nostro Abruzzo. Quindi con questo piccolo segnale vogliamo raggiungere e raggiungeremo tutti quanti regalandogli un libricino.
Altra cosa che vorrei raccontarvi è riguardo le indagini sierologiche che sono state fatte perché nel nostro Comune il Covid ha raggiunto circa 26 persone (quindi ci sono stati circa 30 positivi) e molti anche all’interno dell’Amministrazione comunale. Questo però non ha fermato il nostro operato e, al fine di ripartire in sicurezza, abbiamo svolto indagini sierologiche proprio su tutti i dipendenti e tutta l’Amministrazione comunale per conoscere la realtà dei fatti e i casi non conclamati.
Credo che con questa fase di emergenza dalla tutela della salute sia stata fondamentale. Abbiamo visto però molti ragazzi rinunciare alla loro socialità e, se è vero che l’uomo è un animale sociale, questo è ancor più vero per adolescenti e bambini che hanno bisogno di spazi in cui confrontarsi non soltanto virtualmente, ma anche fisicamente con abbracci, con scambi di sguardi e scambi di parole però reali.
Tuttavia, i ragazzi sono stati molto bravi in questa fase emergenziale perché, mentre l’adolescenza è assolutamente un momento in cui c’è la volontà di andare contro le regole anche sconfinando quelli che sono gli indirizzi che ti sono stati dati dal padre di famiglia (o in questo caso dall’autorità locale o dal governatore locale), abbiamo visto adolescenti molto responsabili che hanno mantenuto e rispettato gli obblighi della quarantena.
Tuttavia in questa seconda fase di ripartenza, notiamo che grandi assembramenti vengono fatti proprio nelle ore dell’aperitivo e in momenti di ritrovo giovanile; questo ci sembra anche normale perché nel periodo della vita in cui la persona tende maggiormente scoprire se stesso anche nel rapporto col prossimo. A causa della pandemia, abbiamo “obbligato” l’individuo a rimanere da solo; quindi questa tensione che ha accumulato la sta sfogando in questo momento di parziale riapertura per cui, anche chi amministra i territori, deve cercare di creare nuovi spazi di socialità e quindi reinventare nuove forme di socialità, non bloccandola, ma alimentandola compatibilmente con la situazione di emergenza sanitaria che ci stiamo pian piano lasciando alle spalle.
Quindi occorrono nuove forme di socialità e nuove forme di aggregazione. Questo è molto importante e ci porta al rispetto dei vari punti dell’Agenda 2030. nell’Agenda c’è un obiettivo fondamentale che secondo me si è reso ancor più visibile nella pandemia globale ossia l’ 11: città e delle comunità sostenibili. La comunità e la società è sostenibile quando ha gli spazi in cui ci si può ritrovare in sicurezza. La nuova socialità dei giovani scopre questi nuovi punti di ritrovo che sono più intimi, quindi un luogo di socializzazione non così ampio, se vogliamo ristretto, in diversi gruppi e in diversi luoghi e anche un’importanza della riscoperta di ampi spazi naturali, di spazi all’aperto in cui stare insieme e in cui confrontarsi e crescere.
Quindi, se da un lato la prima fase emergenziale è stata meno impattante per i ragazzi perché meno esposti al rischio sanitario, dall’altra parte la fase 2 è quella che riguarda più i giovani perché bisogna riscoprire questi nuovi modi di stare insieme e di socializzare.
E’ importante per Associazioni come il CCRE/CEMR e l’AICCRE andare a incentivare il supporto agli Enti locali anche dal punto di vista finanziario perché gli Enti locali possano accedere a fondi diretti in quanto hanno più velocità e una meno burocraticità nella gestione di questi fondi.
Attraverso gli Enti locali, che sono il presidio diretto sul territorio, i cittadini possono sentire realmente la vicinanza e l’accesso ai fondi di cui hanno oggi il necessario bisogno.
In this time of pandemic, I believe that the most important thing has been to maintain as much transparency and a relationship with all citizens as possible, trying to reach all our citizens, both young and old, within a framework of direct channels. This has been possible thanks to the use of technology, digital and social channels that have also been activated with regard to institutional profiles (i.e. Facebook, Instagram, youtube channels), but trying not to leave anyone behind.
We used announcements with loudspeakers on all the streets of the City Hall so that we could be sure that everyone could listen to messages of solidarity given to the citizens, but also messages and warnings to stay at home, or the possibility of receiving medicines and food distribution for those who could not do the shopping or pick them up in person for those who had no support from a family point of view. I therefore believe that the most important thing for local administrators has been transparency and contact with the citizens.
Collaboration with local volunteer realities has been fundamental. In this reality fortunately there are a lot of young people who felt the need and the push to collaborate for their territories, so I’m talking about Red Cross, Civil Protection, voluntary associations that were then formed in the various communities: a lot of young people at the service of those in need.
Also through them, the Municipality was able to distribute about 70,000 euros in meal vouchers for over 300 families who applied and responded to our public notices of support. This distribution took place in the shortest possible time given the emergency; in the first phase we tried to reach everyone, also through the physical help of these volunteers by delivering food vouchers and solidarity packs that we are still continuing to deliver to our citizens. It was also to donate a mask to the citizens, leaving it in the mailbox of all citizens.
At the moment I am also delegated to events, we have decided not to hold events even in a restricted form, but to aim for signs, especially for children and young people. We have written a book about our territory that illustrates, also with pictures to colour for the children, the main points of the children’s daily life by telling them about their day at school or by doing crosswords always focused on local traditions and on elements and photos of Cepagatti and our Abruzzo. So with this little signal we want to reach and will reach everyone by giving them a little booklet.
Another thing that I would like to tell you is about the serological investigations that have been made because in our municipality Covid reached about 26 people (so there were about 30 positive) and many also within the municipal administration. This, however, has not stopped our work and, in order to restart safely, we have carried out serological investigations on all employees and the entire municipal administration to know the reality of the facts and cases not confirmed.
I believe that with this phase of emergency health protection was fundamental. However, we have seen many young people give up their sociality and, if it is true that man is a social animal, this is even more true for adolescents and children who need spaces in which to confront themselves not only virtually, but also physically with hugs, with exchanges of glances and exchanges of words but real.
However, teenagers have been very good in this emergency phase because, while adolescence is absolutely a time when there is a willingness to go against the rules, even if you cross what are the addresses given to you by the father of the family (or in this case by the local authority or the local governor), we have seen very responsible teenagers who have maintained and respected the quarantine obligations.
However, in this second phase of the restart, we notice that large gatherings are made during the aperitif hours and in moments of youth gatherings; this also seems normal to us because in the period of life when the person tends to discover himself more in the relationship with others. Because of the pandemic, we have “forced” the individual to remain alone; therefore, this tension that has accumulated is venting in this moment of partial reopening so that, even those who administer the territories, must try to create new spaces of sociality and therefore reinvent new forms of sociality, not blocking it, but feeding it compatibly with the situation of health emergency that we are slowly leaving behind.
Therefore, new forms of sociality and new forms of aggregation are needed. This is very important and leads us to respect the various points of Agenda 2030. in the Agenda there is a fundamental objective that in my opinion has become even more visible in the global pandemic that is the 11: sustainable cities and communities. The community and society is sustainable when it has the spaces where it can be safe. The new sociality of young people discovers these new meeting places that are more intimate, so a place of socialization not so wide, if we want to narrow, in different groups and in different places and also an importance of the rediscovery of large natural spaces, outdoor spaces in which to be together and in which to confront and grow.
So, if on the one hand the first emergency phase has been less impacting for young people because they are less exposed to health risks, on the other hand phase 2 is the one that concerns young people most because we need to rediscover these new ways of being together and socializing.
It is important for Associations such as CCRE/CEMR and AICCRE to encourage support to local authorities also from the financial point of view so that local authorities can access direct funds because they have more speed and less bureaucracy in the management of these funds.
Through Local Authorities, which are the direct garrison on the territory, citizens can really feel the closeness and access to the funds they need today.
