Webinar Aiccre 3 giugno, Bugetti: in Agenda lavoro, clima, pari opportunità



Da Consigliere regionale ho vissuto sia la fase della pandemia sia dal punto di vista delle regioni che dei comuni, perché inevitabilmente la Regione diventa il punto di riferimento per tutti i comuni e per la protezione civile e quindi le ordinanze che tutte le Regioni hanno emesso – in Toscana siamo arrivati a 62 – sempre con un’attenzione a trovare risorse per i territori, soprattutto per i quelli più piccoli e più distanti.
Negli interventi ascoltati durante il webinar di oggi sono emerse molte delle problematicità legate alla necessità di finanziare e di ripensare quelle che sono le forze del territorio e di come i territori possano migliorarsi. Sta a noi reimpostare un’agenda ancora più ricca e coerente di quanto non sia stata fino ad oggi, nonostante stessimo già facendo un lavoro importante. I temi che sono stati citati sono tutti importanti, io ne cito alcuni: mi viene da pensare all’Obiettivo n. 3 dell’Agenda 2030 che è quello sulla salute, non solo la sanità pubblica che è stata riscoperta come perno fondamentale.
L’Obiettivo 3 lo abbiamo potuto soddisfare anche con finanziamenti ingenti della Regione Toscana, e che dobbiamo assolutamente rinforzare per quelle che saranno le esigenze di qualsiasi tipo che dovremmo affrontare in futuro.
Molti di noi oggi hanno citato la scuola e le fragilità emerse durante la pandemia. Ci sono stati bellissimi esempi anche di accoglienza e di chat, quindi non più il telefono per le donne in difficoltà, ma le chat affinché esse non fossero sole in casa, in un ambiente critico. Questo è valso anche per le persone con disagio psichico. Tutto questo fa parte degli obiettivi 3 e 5 dell’Agenda 2030, che dovrebbero essere potenziati e rinforzati attraverso le politiche di coesione come finanziamenti prima alle Regioni e poi ai Comuni.
Tema della povertà; noi abbiamo avuto tante persone che sono in cassa integrazione e lo cito come punto 1 dell’Agenda, ma anche il punto 8, perché si parla di crescita economica sostenibile. In questa fase avremo un incremento della disoccupazione ed è fondamentale lavorare e domandarsi come questi Obiettivi possano essere irrobustiti da finanziamenti europei per consentire di non perdere lavoratori perché vi è il rischio crisi (e noi lo viviamo in Toscana) dove abbiamo oltre il 60% di fatturato perso. I lavoratori dipendenti, e sono rientrati circa la metà dei dipendenti nelle aziende (considerando anche quelli che non sono rientrati) hanno uno stipendio decurtato del 40-50%, quindi si va verso degli impoverimenti importanti. E questa è un’urgenza su cui dobbiamo lavorare e metterla subito in agenda e poterci lavorare in fretta.
L’ultimo tema che metto sul piatto è quello del clima, che ha impatto anche sulle pandemie. E’ necessario lavorare ad una salute climatica e quindi ad una salute della terra e dell’aria che respiriamo, proprio per affrontare anche patologie come il Covid-19. Pare che l’ambiente inquinato sia stato uno degli indicatori che ha provocato in Lombardia un così alto tasso di contagio e quindi è un’altra urgenza che era in questa fase e, ancora di più, deve essere valutata e presa in considerazione.


As a Regional Councillor I experienced both the phase of the pandemic from the point of view of the regions and municipalities, because inevitably the Region becomes the reference point for all municipalities and civil protection and therefore the orders that all regions have issued – in Tuscany we have reached 62 – always with a focus on finding resources for the territories, especially for the smaller and more distant ones.
In the speeches heard during today’s webinar, many of the problems related to the need to finance and rethink what are the forces of the territory and how the territories can improve. It is up to us to reset an even richer and more coherent agenda than it has been until now, despite the fact that we were already doing important work. The issues that have been mentioned are all important, and I will mention some of them: I am thinking of Objective 3 of Agenda 2030, which is the one on health, not just public health, which has been rediscovered as a fundamental pivot.
We have also been able to meet Objective 3 with substantial funding from the Region of Tuscany, and we absolutely must strengthen it for what will be the needs of all kinds that we should address in the future.
Many of us today mentioned the school and the fragilities that emerged during the pandemic. There were also beautiful examples of welcoming and chatting, so no longer the telephone for women in difficulty, but the chats so that they would not be alone at home, in a critical environment. This was also true for people with psychological distress.
All this is part of Objectives 3 and 5 of Agenda 2030, which should be strengthened and reinforced through cohesion policies as funding first to Regions and then to Municipalities. The theme of poverty; we have had so many people who are in the unemployment line and I cite it as point 1 of the Agenda, but also point 8, because we are talking about sustainable economic growth.
In this phase we will have an increase in unemployment and it is essential to work and wonder how these goals can be strengthened by European funding to allow us not to lose workers because there is a risk of crisis (and we live it in Tuscany) where we have more than 60% of turnover lost. Employees, and have returned about half of the employees in companies (considering also those who have not returned) have a salary reduced by 40-50%, so we are moving towards major impoverishment. And this is an urgency that we need to work on and put it on the agenda now and be able to work on it quickly.
The last issue I put on the plate is that of climate, which also has an impact on pandemics. We need to work on climate health and therefore on the health of the earth and the air we breathe, precisely in order to deal with diseases such as Covid-19. It seems that the polluted environment has been one of the indicators that has caused such a high rate of contagion in Lombardy and therefore it is another urgency that was at this stage and, even more so, must be assessed and taken into account.
