Covid-19, Carla Rey al CPLRE: rilanciamo la solidarietà e temi fondamentali come democrazia locale, diritti umani, cooperazione internazionale”.

Il Segretario generale del CPLRE (Congresso dei poteri locali e regionali del Consiglio d’Europa) Andreas Kiefer e i membri del Segretariato del Congresso hanno promosso il 30 aprile una videoconferenza, un incontro tecnico, il primo dall’inizio dell’anno, con i segretari di delegazione dei 47 Paesi membri del Consiglio d’Europa.

Come è noto, da alcuni anni la segreteria della delegazione italiana è tornata in seno all’AICCRE.
Carla Rey, Segretario generale dell’AICCRE, nel suo intervento, ha voluto inizialmente sottolineare lo sforzo e l’impegno di sindaci e governatori italiani che “sono in emergenza piena per garantire ai propri cittadini i servizi pubblici, i quali oltretutto hanno dovuto subire cambiamenti a causa della pandemia”.

La Rey ha informato i rappresentanti dei Paesi membri riguardo la situazione dell’Italia, “uno dei Paesi europei più colpiti”, e sulla Fase 2 “che si aprirà il 4 maggio, secondo il DPCM del 26 aprile. “Nonostante la riapertura di varie attività e la probabile estensione di esse dal 1 giugno, ha evidenziato il Segretario generale dell’AICCRE, “non sarà però facile ricominciare e sarà quasi impossibile tornare subito alla normalità”.

Particolarmente apprezzata dall’AICCRE l’idea del Segretario generale Kiefer di ripensare l’Agenda dei lavori del CPLRE alla luce della pandemia da Covid-19: “importante capire, ha sottolineato la Rey durante l’incontro, che la pandemia non solo sta cambiando le nostre abitudini ed i servizi pubblici nelle nostre città, ma ha modificato alcuni importanti temi che vanno assolutamente ripresi: la democrazia locale, i diritti umani, la trasparenza amministrativa e la cooperazione internazionale”.

E’ importante che il CPLRE “riprenda il proprio ruolo politico, in quando la diffusione della pandemia ci ha mostrato con evidenza la necessità del dialogo tra enti locali e Stati membri, ma soprattutto il bisogno di solidarietà tra gli Stati europei”.

Solidarietà che durante questo drammatico periodo è venuta a mancare. “e questo non solo è preoccupante ma inaccettabile. Il futuro dialogo politico dovrà concentrarsi sui temi espressi nel mio intervento, ha concluso il Segretario generale dell’AICCRE.

“Gli scambi sono stati fruttuosi, ha commentato il comunicato stampa del Cplre seguito alla videoconferenza, “ed hanno sottolineato la necessità di tornare al più presto a una situazione normale al fine di preservare la democrazia, i diritti umani e lo stato di diritto.
Inoltre, i partecipanti hanno sottolineato l’importanza del ruolo delle associazioni nazionali e dei membri del Congresso, che devono essere coinvolti nel dialogo con i governi, in quanto rappresentanti eletti locali e regionali, al fine di garantire che le politiche nazionali siano realmente efficaci il più vicino possibile al cittadini.
L’attuale crisi che ha portato alla chiusura delle frontiere evidenzia la necessità di esaminare le possibilità di mantenere la cooperazione a livello transfrontaliero in tempi di crisi”.

Carla Rey informed the representatives of the member countries about the situation of Italy, “one of the most affected European countries”, and about Phase 2 “which will open on May 4, according to the DPCM of April 26. “Despite the reopening of various activities and the probable extension of them from June 1, the Secretary General of AICCRE pointed out, “it will not be easy to start again and it will be almost impossible to return immediately to normal”. Particularly appreciated by the AICCRE the idea of the Secretary General Kiefer to rethink the agenda of the Congress after the emergency of Covid-19 pandemic: “it is important to understand, Rey stressed during the meeting, that the pandemic is not only changing our habits and public services in our cities, but it has changed some important issues that must be absolutely resumed: local democracy, human rights, administrative transparency and international cooperation”. It is important that the Congress “resume its political role, as the spread of the pandemic has clearly shown us the need for dialogue between local authorities and Member States, but above all the need for solidarity between European states”. Solidarity that has been lacking during this dramatic period. “and this is not only worrying but unacceptable. The future political dialogue must focus on the issues expressed in my speech, concluded the AICCRE Secretary General.

Furthermore, the current crisis which has led to the closure of borders highlights the need to examine the possibilities of maintaining co-operation at transfrontier level in times of crisis”.
