Carla Rey: “solidarietà, coerenza, unità, le parole chiave per presente e futuro”
Carla Rey, Segretario generale dell’AICCRE, è stata invitata a partecipare il 9 aprile al workshop internazionale organizzato da UCLG, Metropolis e UN-Habitat sul ruolo delle Associazioni di enti locali e regionali durante l’emergenza del COVID-19. Il workshop fa parte dell’iniziativa “Live Learnig Experience: Beyond The Immediate Response to the outbreak”.
“Solidarietà, coerenza, unità, sono le parole chiave che dovrebbero orientare questo periodo di emergenza”, ha esordito la dirigente dell’AICCRE.
“Le Associazioni di enti locali ovviamente non possono occuparsi, in questo periodo di emergenza, dei servizi base, ai quali provvedono altre istituzioni, dal governo, ai ministeri alle regioni”. Tuttavia, “il ruolo delle Associazioni è importante, in quanto possono raccogliere informazioni e buone pratiche per condividerle a livello nazionale ed internazionale”.
Il Segretario generale dell’AICCRE ha quindi espresso preoccupazione per quanto sta emergendo a livello europeo durante il COVID-19 e che rischia di compromettere le stesse basi sulle quali è stata fondata l’Unione europea e cioè il libero movimento di beni e persone e la sicurezza (compresa quella sanitaria) dei propri cittadini.
“La Commissione europea ha espresso linee guida, ha continuato la Rey, ma i Paesi membri hanno chiuso confini, vietando movimenti e scambi”.
Quindi, si è chiesta il Segretario generale, “come può questo atteggiamento di chiusura rapportarsi ai valori espressi dall’Agenda 2030 dell’ONU?
In che modo gli Stati membri a livello di UE possono segnalare il loro rapporto nazionale a HLPF (High Level Political Forum) dell’ONU quando la loro risposta a un’emergenza riguardante la salute pubblica è quella di chiudere i loro paesi?
Come facilitare lo scambio di dispositivi medici in transito verso i paesi che ne hanno urgente bisogno?
Perché chiudere i confini ai migranti?
Come si può ignorare il principio di solidarietà tra le persone?”
Per questi motivi, “le Associazioni dei poteri territoriali devono reagire e contrastare le politiche nazionaliste contrarie ai principi di solidarietà che rappresentiamo e ribadiamo”.
Le associazioni di enti locali devono alzare la voce ed essere unite per “contrastare, tutte insieme, le decisioni nazionali contrarie all’Unione Europea e all’Agenda 2030”.
In secondo luogo, dopo l’emergenza COVID-19, “come priorità, miglioreremo le nostre attività di cooperazione internazionale per implementare in tutto il mondo i valori che gli SDGs incorporano per formare e assistere le nostre città.
Inoltre, rafforzeremo la nostra attività di sostegno dei poteri territoriali con la Commissione europea”.
La Rey ha lanciato anche una importante richiesta politica: dobbiamo essere, noi associazioni, riconosciute dalla Commissione europea per il nostro ruolo chiave perché essa ancora non lo fa nel campo della cooperazione decentralizzata”.
Concludendo il suo intervento, la dirigente dell’AICCRE ha ripreso e declinato le tre parole chiave: dobbiamo rivendicare:
la coerenza a livello di governo nazionale
la solidarietà tra i nostri membri
l’unità tra le associazioni di enti locali.
IL PROGRAMMA DEL WORKSHOP

“Solidarity, coherence, unity, should be the keywords that should guide this period of emergency”, began the AICCRE executive. “In this period of emergency, associations of local authorities obviously cannot deal with basic services, which are provided by other institutions, from the government, to the ministries to the regions”. However, “the role of the Associations is important, as they can gather information and good practices to share it nationally and internationally”. The Secretary General of AICCRE therefore expressed concern about what is emerging at European level during the COVID-19 emergency and which risks jeopardizing the same foundations on which the European Union was founded, namely the free movement of goods and people. and the safety (including health) of its citizens. “The European Commission has issued guidelines, Rey continued, but member countries have closed borders, prohibiting movements and exchanges.”
So, the Secretary General wonders, “how can this attitude of closure relate to the values expressed by the UN 2030 Agenda? How can EU-level member states report their national report to the UN High Level Political Forum (HLPF) when their response to a public health emergency is to close their countries? How to facilitate the exchange of medical devices in transit to countries that need them urgently? Why close the borders to migrants? How can we ignore the principle of solidarity between people? ”
For these reasons, “the associations of territorial powers must react and contrast nationalist policies contrary to the principles of solidarity that we represent and express”.The associations of local authorities must raise their voices and be united to “counter all national decisions contrary to the European Union and the 2030 Agenda”.
Secondly, after the COVID-19 emergency, “as a priority, we will improve our international cooperation activities to implement the values that SDGs incorporate to train and assist our cities around the world. In addition, we will strengthen our support for territorial powers with the European Commission “.
Carla Rey also makes an important political request: we must be associations, recognized by the European Commission for our key role because it does not recognize associations in the field of decentralized cooperation “.
Concluding his speech, Carla Rey took up and declined the three key words: we must claim:
the coherence at the national government level
solidarity among our members
unity between associations of local authorities.
