Nessun Paese si salva da solo: noi enti locali lo diciamo da sempre e lo abbiamo visto con le migrazioni, con il cambiamento climatico ed in questi ultimi mesi con la pandemia da covid-19″. Cosi Carla Rey, segretario generale dell’AICCRE a margine del webinar “Localization of SDGs and decentralized cooperation with Covid19”, organizzato il 3 giugno dall’Associazione.

“L’unica soluzione è la cooperazione allo sviluppo. La legislazione italiana non riconosce le autorità locali come soggetti alla cooperazione internazionale e lo stesso la Commissione europea, pur permettendo che gli enti locali siano soggetti attuatori della cooperazione”.

E’ cruciale invece, ha sottolineato Carla Rey “che le città del mondo possano intraprendere direttamente attività di scambio e di apprendimento reciproco. La fragilità del nostro sistema, le diseguaglianze nel mondo, le vulnerabilità sociali richiedono necessariamente l’ interdipendenza tra i governi ed i Paesi del mondo”.

Con i sindaci intervenuti al webinar dell’AICCRE, ha ha continuato la dirigente AICCRE, “abbiamo parlato delle visioni delle politiche urbane nei mesi a venire mantenendo come faro l’Agenda 2030 dell’ONU e i suoi 17 obiettivi di sviluppo sostenibile”.

Chiediamo inoltre che, “nella prossima programmazione dei fondi europei, i poteri locali possano usufruire di fondi diretti per la cooperazione, con le associazioni nazionali che rappresentano gli enti locali pronte a seguirli in questo processo di accompagnamento. Occorre convogliare in questo senso le energie affinché i poteri territoriali possano far sentire la loro voce univoca in questa fase di programmazione dei fondi europei”, ha concluso la Rey.



“No country saves itself: we local authorities have always said so and we have seen it with migration, climate change and in recent months with the covid-19″ pandemic. “The only solution is development cooperation. The Italian legislation does not recognise local authorities as subjects of international cooperation and the European Commission itself”.

It is crucial, Carla Rey stressed, “that cities of the world can directly undertake exchange and mutual learning activities. The fragility of our system, inequalities in the world, social vulnerabilities necessarily require interdependence between governments and countries of the world”.

With the mayors who attended the AICCRE webinar, continued the AICCRE leader, “we talked about the visions of urban policies in the coming months while maintaining as a flagship the UN Agenda 2030 and its 17 sustainable development objectives”.

We also ask that, “in the next programming of European funds, local authorities can benefit from direct funds for cooperation, with national associations representing local authorities ready to follow them in this accompanying process. Energy must be channelled in this direction so that local authorities can make their voice heard at this stage of the programming of European funds”, concluded Ms Rey.
